When Women Show off their Cleavage, is it Okay for men to Stare?

Hello Laila and TILB readers, please, why do women/girls show off their cleavage, leave the top button on their blouses unbuttoned, then complain when guys look "there"? I recently heard a young lady, here in Portharcourt, narrate how she angrily had to slap a guy back into 'reality' all because he was really staring at her cleavage.

In times of old, showing off the female cleavage was discouraged and men were expected to avert their gaze at the chest area altogether. But these days, women wear such low cut blouses and dresses that it seems like an invitation to have a good look. It seems to me that they are possibly "asking" for guys, or even other women for that matter, to take a peek or two at their cleavage. Otherwise, why not just button them all up and avoid the issue all together? Please give me your honest thoughts..
